Despite the imposition of a ‘state of siege’ in early May, security conditions continue to deteriorate in the DRC’s eastern Ituri and North Kivu provinces, with recent attacks in the city of Beni suggestive of an ongoing shift in militant capabilities and methodology. Increasingly centralised and military leadership of Congo’s unruly eastern provinces is more likely aimed at consolidating the president’s powers, rather than uprooting the insurgency.
