The federal government is accelerating peace overtures with northern rebels to refocus its offensive on other insurgencies, while also avoiding the prospect of more US sanctions legislation being passed. If successful, development funding for post-war reconstruction will start to flow in coming months. However, a recent massacre in Gimbe, in Oromia, and a deadly raid on the city of Gambela indicate the fragmentation of the Ethiopian federal structure and deteriorating insecurity in other parts of the country.
