The withdrawal of neighbouring states and countries’ military forces from Tigray – probably motivated by promises on disputed land claims – bodes well for the short-term outlook for peace in northern Ethiopia. There has also been recent progress on high-level mediations, for the first time directly involving Ethiopia’s prime minister, distribution of food and electricity, and the resumption of domestic flights. However, in 2023 there will remain significant obstacles to peace implementation, especially the continued deployment of some foreign troops in parts of Tigray.
