Liberia’s electoral commission is already working on a much-reduced budget but is still not receiving its full allocated funding from the government, thus becoming more dependent on foreign donors. A lack of funding and preparedness will drive concerns over the operation of new voter identification systems. Even if the incumbent president wins re-election, which is most probable despite his failing popularity, opposition parties would be likely to undermine the legitimacy of the vote, due to the electoral process issues. The prospect of civil unrest and fiscal stress will continue to mount ahead of the October polls.
