Mozambique’s government is sabotaging regional plans for a standby force to fight its northern insurgents, which makes the prospect of a lifting of Total’s force majeure declaration less likely in the two-year outlook. Anticipating an eventual multilateral or bilateral military intervention, Mozambique’s insurgents are spreading their geographical reach and building up defences, facilitated by the delay in a regional response to the insurgency and the anticipated misappropriation of multilateral development funds for the insurgency-affected area.
