MOZAMBIQUE: GOVERNMENT OUTLOOK FOR LNG RESUMPTION BELIES SECURITY SITUATION

France’s TotalEnergies has signalled its intent to resume onshore operations in Cabo Delgado province, possibly as early as mid-2023. However, while the Mozambican government is attempting to provide assurances that security has improved, recent developments indicate that Islamist insurgents in Cabo Delgado retain a significant degree of capability and freedom of movement. Further delays to the resumption of LNG operations will compromise the country’s fiscal stability, particularly in light of the projected increase in debt servicing costs over the coming two years.
