October’s IMF and World Bank annual meetings may have been overshadowed by geopolitical rivalries, but the message for Africa is that the continent is now on a three-speed economic track heading out of the pandemic and that debt sustainability risks will rise from next year. Debt restructuring will again play into these same geopolitical rivalries, while western support on climate change adaptation may further increase debt burdens for African governments.
