West African leaders will back down from a trade and banking embargo, and Mali’s military will begin negotiations on a post-coup transitional settlement in which it will insist on high-profile corruption indictments, continue counter-insurgency collaboration, and avoid the return of former regime stalwarts. Some of these demands will put coup leaders at odds with popular opposition groups, which could delay the transition and trigger fresh protests.
