The gradual implementation of a political accord between the military and various opposition groups is pulling Sudan away from the brink of civil war. If the military retains most executive authority, its leaders may have the best chance of driving an economic recovery with further support from Gulf allies, although civilian resistance is expected to increase if the terms of the accord and new constitution are not being met.
