Clarification Note – Valdomiro Minoru Dondo

In February 2021, Pangea Risk published a report concerning Angola, entitled “Special Report: US Administration Steps Up Investigation into Angola President and Business Partners”, in which we referred to the businessman Valdomiro Minoru Dondo.

We acknowledge that our report may have been understood to suggest that there were grounds to suspect that Minoru Dondo and its companies were involved in corruption practices in connection with an investigation led into the French company Oberthur’s business activities and that has implicated other senior presidential advisers.

We now, after further clarification and presentation of proofs, acknowledge that these allegations were unsubstantiated; That Mr Minoru Dondo have no criminal records; is not indicted in any jurisdiction and our report should not have claim the existence of links of corruption practices by VMD in scandals with the Angolan Central Bank (BNA) nor the existence of business partnership with other senior presidential advisers where in fact such links do not exist.

We have apologized to Valdomino Minoru Dondo and are happy to set the record straight.
