Persistent fuel shortages in Ethiopia’s capital indicate the need to restore security to various parts of the country and at strategic infrastructure, particularly ahead of looming general elections. Based on local source intelligence, troops from neighbouring Eritrea are deployed – either overtly or covertly – in perhaps as many as five regional states in Ethiopia. The lack of accountability of these foreign forces is stirring unrest and resistance in the fractious Ethiopian federation, which indicates that political violence and civil unrest will continue to impact already pessimistic economic projections.
